In November, the National Bureau of Statistics convened a mobilization and deployment meeting for the unified calculation of regional GDP, thoroughly implemented the decision-making arrangements of the CPC Central Committee and the State Council on implementing the unified accounting reform for the regional GDP, and mobilized arrangements for the unified accounting reform for the regional GDP.

It is reported that gross domestic product is an internationally accepted macroeconomic indicator used to measure the economic operation scale of a country or region. According to reports, the reform of unified accounting for regional GDP mainly includes the following three aspects. The first is to reform the accounting body. The reform will be organized, led and implemented by the National Bureau of Statistics, and the provincial (autonomous regions, municipalities) bureaus will participate in the accounting. The second is to improve the accounting mechanism. After the reform, the National Bureau of Statistics unifiedly led the unified accounting of regional GDP, organized the statistical bureaus of provinces (autonomous regions, municipalities) to formulate regional GDP accounting methods, formulate and standardize unified accounting work processes, and carry out unified accounting. The statistical system and the relevant departments of the State Council are responsible for providing relevant regional statistical data, financial information, fiscal revenue and expenditure, and final accounting information required for the calculation of regional GDP. The third is to regulate data release. After the reform, the regional GDP data will be released by the National Bureau of Statistics or authorized to publish regional data. In the early stage of the unified accounting reform, considering the connection with the data disclosure method before the reform, the method of authorizing the regional statistical offices by the National Bureau of Statistics to publish regional data will be mainly adopted.

The above-mentioned person in charge of the National Bureau of Statistics stated that, in general, after the implementation of the reform, the GDP of each region will be unifiedly calculated according to a unified accounting method, followed by the principles of truth, accuracy, standardization, and openness and transparency, so as to achieve the summary of regional GDP And the basic connection between GDP and GDP. At present, the preparations for the reform are in place, and they will be formally implemented in early 2020, with a unified accounting for the GDP of 2019.

After the implementation of the unified accounting reform, will the aggregated regional GDP and GDP be completely consistent? The above-mentioned person in charge of the National Bureau of Statistics said that after the unified accounting reform is implemented, the aggregated regional GDP will achieve the same level of GDP. Basic convergence. At the same time, in accordance with the requirements of the accounting system, embassies and consulates abroad, some confidential units that are not suitable for regional division, headquarters economy, and armed police are only accounted for in the country and not accounted for the region. Therefore, the total number of regional GDP will be slightly less than domestic gross product. From an international point of view, some countries that implement a unified accounting system also account for some economic activities only in the country and not into regions, so the aggregated regional GDP is slightly smaller than the GDP.
